It is laughable that these caverns are referred to as the Lower Levels of Undermountain as they are not even near to Halaster's deep lair and have largely been abandoned by the mad mage. The 'Lower Levels' are simply the lowest levels that are commonly known and relatively well-mapped.

The lower levels are infested with the dark elves who maintain a temple in the northwestern caverns. Mad giants with two heads roam the caverns ruthlessly attacking any adventurers they can find. Two great lords, the Lich Suul and the Mummy Lord Hund, rule as undead in the eternal darkness of the Lower Levels.

The caverns themselves are a menace. Many caverns are filled with a rushing wind strong enough to force even the strongest man down a cavern. Water rushes down the walls from an unknown source and any number of caverns threaten to collapse and crush the adventurers. One section of the caverns is carved out of a massive hoard of fire-opal and horrifically burns any who trespass these halls.

The lower caverns hold their treasures. Many magical and valuable items have been recovered from the depths of the caverns and very few adventurers returning from the depths have not gained in knowledge from their time there.

Skullport, the City of Thieves, and the Ancient Fortress of the Melairkyn lie beneath the caverns and can be reached through shafts of carved spiral stairs found in the caverns.
